I’ll give Senate Minority Leader Mitch McConnell some credit here who I consider to be the most effective. Senate Minority Leader at least in my lifetime all thirty-seven years of it. As far as being able to defend his own caucus and slow down the majority and force them to work with. Him and be able to make his parties case and allow for his members to make their own case and bring their ideas and amendments to the floor. I do not think that Mitch McConnell is a great legislature in the sense of someone whose very effective to responding. To crisis’ and issues of the day and can move legislation to respond to those problems. Like Bob Dole or George Mitchell or Bob Byrd or Howard Baker, Mike Mansfield and of course Lyndon Johnson. All former Senate Leaders and Minority Leaders. But similar to Newt Gingrich when he was Speaker of the U.S. House of Representatives. Mitch is a very good political strategist and of the best if not best political strategist in Congress right now.
Again Mitch McConnell is very effective legislature as far as being able to slow things down. And obstructing legislation that he and his caucus disagrees with and then keeping his caucus inline. When Senate Democrats try to override their obstructions by getting sixty votes. Especially considering he doesn’t have a whole lot of tools to work with. The majority led by the Leader brings the bills to the floor and they do not have to consult the minority even. The Minority Leader what will be in the bills just when they are going to bring them up. And what time agreement they are looking for as far as final passage of a bill. But what the Minority Leader can do especially if he has his caucus inline. Is tell the Leader, look if you are serious about getting legislation passed to address this issue. You are going to have to work with me and my deputies because I have forty-one or more votes to stop this. Legislation is its current form. That’s basically all the power the Minority Leader has. The power of persuasion and the power to offer alternatives the opposition to legislation that. The majority brings to the floor.
So maybe Mitch McConnell has a point here in saying that Harry Reid would go down as the worst Leader in the history of the U.S. Senate. With the nuclear-option proposal and maybe Leader Reid is offering this proposal. Because Mitch has him so frustrated about not being able to overcome Mitch’s obstructionism. So he believes he has to go the nuclear route to overcome that.
